Class ConsensusTimeStampForExchangeRateConverter

Converts a ConsensusTimeStamp to and from a numeric JSON value of whole seconds. Specific to exchange-rate data, which expresses its expiration as a bare seconds number rather than the dotted seconds.nanos string used elsewhere.
